Duties

  • You will perform as Subject Matter Expert regarding the network operability.
  • You will maintain professional liaisons with NetAct-Res Sections, Marine commands, Government agencies, nongovernment activities, and industry representatives to resolve software, hardware, communications, information assurance and other IT problems.
  • You will maintain visibility and situational awareness of network operations by monitoring system performance, collecting and analyzing traffic data and outage reports, and conducting quality checks to gauge network viability.
  • You will provide timely updates to leadership on network operations including initial reporting, situation changes, and after-action reports.
  • You will coordinate actions for service restoration and, when required, supervise emergency adjustments to the communications network. Ensure that any configuration changes are captured appropriately.
  • You will direct and control the establishment of approved maintenance, changes, and service interruptions in accordance with priority.
  • You will review new system changes and maintenance to determine customers impacted and coordinates with user representatives to identify operational impacts.
  • You will receive tasking statements from higher systems control centers via Task Orders, Operational Directives, Operational Advisories, and other communications.
  • You will prepare, maintain, and distribute information management products related to the communications network, including FFIRs, CCIRs, user alerts, and communication status briefs.
  • You will provide leadership, direction, supervision, and technical expertise for the NOSC-Res to implement, document and maintain all services related to the MCEN services.
  • You will evaluate the effectiveness of NOSC-Res and remediates deficiencies through corrective actions, training, policies, and procedures.
  • You will improve standard operating procedures for identifying, reporting, and resolving network and system outages and security events and incidents.
  • You will supervise GG-12 or equivalent personnel, Marines, and contractors; and perform other duties as assigned.

  • Must possess and maintain a TOP SECRET/SCI security clearance and obtain and maintain NSA badging for NIPR/SIPR/NSANet accounts. Failure to possess and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain the credentials as described in SECNAV M-5239.2 for specialty area NETWORK OPERATIONS SPECIALIST, level INTERMEDIATE within 12 months of appointment.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • The incumbent may be required to perform on a shift work schedule that requires the incumbent to work nights, weekends, holidays, inclement weather,furlough periods, or as needed for mission success
  • This position is telework eligible.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled.
(1) Knowledge of a wide range of IT principles from the physical layer used to transport networks to the application layer the user uses to interface with information systems.
(2) Knowing how to identify, troubleshoot, and resolve networked services and understand how to prioritize efforts.
(3) Ability to apply knowledge to difficult and complex tasks such as monitoring the network and coordinating service restoration for communications
outages.

This position is within the Work Category- SUPERVISION AND MANAGEMENT at Work Level- FULL PERFORMANCE, Series 2210 and Grade GG-13.

This position serves as a Supervisory Information Technology Cybersecurity Specialist for the Network Operations and Security Center-Reserves (NOSC-Res) Section, Network Activity Reserves (NetAct-Res), Marine Corps Cyber Operations Group (MCCOG), Marine Corps Forces
Cyberspace Command (MARFORCYBER) located in New Orleans, Louisiana and is immediately accountable to NetAct-Res Deputy. Responsible for leading NOSC-Res in monitoring the operations and security of the Marine Corps Enterprise Network (MCEN), facilitating efforts between MARFORCYBER, MCCOG, other NetAct-Res sections, and external agencies to include MARFORRES and MARFORSOUTH units, Marine Corps
Systems Command (MARCORSYSCOM), Defense Information Agency (DISA), DoD installation telecommunication units, and commercial telecommunications providers.
