That's because the change hasn't gone into effect yet. It was quite misleading/premature to announce a start on June 1st.
Not really surprising (this being Thailand), but quite annoying for those who counted on it to happen on time.

Travellers won't get a 60 day visa exemption, until it actually starts

IF, it starts ( saying Sept now)
They are needing funds, so what do they do?
Make it so 93 countries no longer need pay $40 for a tourist visa and give a 60 day visa exempt out for free
+
Before enter on a free 30 day visa exempt and pay 1,900 for another 30 days
so now its all free for 60 days
Huge loss of revenue for the embassy ($40) and immigration ( 1,900 baht)
go figure
In a nation run by swine, all pigs are upward-mobile and the rest of us are f*cked until we can put our acts together: not necessarily to win, but mainly to keep from losing completely. HST

I will bet a beer that soon we will face a higher departure tax and a new arrival tax that will more than compensate the losses above.
